Political Context
Governor Babajide Sanwo-Olu is constitutionally barred from a third term in 2027. The race to determine his successor is now fully active inside the All Progressives Congress. The Lagos Governance Advisory Council, known as the GAC, is the most influential internal decision-making body in Lagos APC politics and historically shapes candidate emergence before formal primary processes begin. The GAC is chaired by Tajudeen Olusi and includes President Bola Tinubu and other senior party stakeholders among its members.
The 2026 Electoral Act has mandated direct primaries for the 2027 election cycle, removing the exclusive power of indirect delegate processes and creating genuine competitive space for aspirants who have grassroots support independent of GAC endorsement.

The Olusi Signal and What It Means
GAC Chairman Tajudeen Olusi’s public remark calling Hamzat the incoming governor at a gathering attended by Fashola and other party elders is the most significant endorsement-adjacent signal in the 2027 race so far. In Lagos political architecture, GAC vocabulary choices are not accidental. Even though Olusi walked back the specific phrasing, the political effect of the signal has already been absorbed across all platforms.
Olusi also described Hamzat as ‘a cousin from Egbe’ and a ‘son of the soil’, directly addressing the indigene origin narrative being used by opponents. This was a deliberate framing exercise to pre-empt ethnic attacks on Hamzat’s candidacy.
The Tinubu Question: Who Has Presidential Backing?
Tinubu visited Lagos during Eid and Easter celebrations in April 2026, but publicly named no preferred candidate despite the intense political activity around the succession question. Both Hamzat and Ambode camps immediately claimed that the outcome of the Tinubu-GAC meeting favoured their candidate.
